This new context doesn’t allow to persist in doing the same things as in the past o in promoting actions , though innovative, but on a insufficient scale for the stakes, such actions will drive to a waste of financial resources and to miss the achievement of the Community aims. On the contrary it is necessary a qualitative leap, adopting a larger view of the matters and of possible solutions and, in a special way, introducing adequate instruments for European partnerships, capable to integrate and evaluate experiences, knowledge and practices actually scattered in different regions and countries.

The Italian good practices achieved trough community resources are left in a regional or national knowledge area. It’s quite rare, as a matter of a fact, that knowledge, products and practices, though of value added and of unquestionable innovation (as the ones carried out in the fields of innovative management, of e-government, of information society, of information systems, of training and employment systems, of culture) are adequately disseminated abroad and be the basis for results transferability wished by the Italian and Community authorities. This causes an economical waste and (due to the unsuccessful diffusion of the best results achieved with communitarian and national investments), but also in a unsuccessful knowledge and visibility of the Italian system and of its innovative and production potentials.

On these premises it is possible to mark out some brief instructions:

The quantitative and qualitative increasing of services requests at European level highlights the existence of an increasing market in this sector (in spite of the economic crisis and the public expenses reduction).
Market logics quite archaic (such as a limited competition, a micro dimension and a marked sectionalism) struggle with the possibility/necessity to qualify always more the offering either in the national area either (especially) in a international context of competitiveness.
Today there is a concrete possibility to induce a market transformation, overtaking competitiveness/coalitions logics between single subjects (that obliges to incomplete views and to waste resources in local conflicts) promoting the constitution of a stable and qualified services network capable to compete at international level.
The goal is a revision that brings to a change of the business model, by the creation of a network for innovation, a system of true partnership between public and private institutions, the development of cooperating focusing groups and the initiative internationalization.
