Team Leader/Adviser to the National Fund (minimum 300 days over 18 months)

The project’s general objective is to enable the administration of Serbia to take an active and effective role in the preparation of financial co-operation programmes and projects financed by the EU, and in their technical and financial implementation within the framework of the Decentralised Implementation System (DIS).
The project aims to develop administrative capacity of the DIS key stakeholders and structures to allow the efficient use of EU funds and to strengthen the administration's absorption capacity of Serbia.
The project will deal with filling gaps identified during a first phase assessment project.
The project will aim at supporting the beneficiary country by providing guidance, training, and the development and use of internal procedures.
The project will last 18 months and it's scheduled to start
in October 2009.
The Consultant' team of Experts will carry out
their tasks mainly in Belgrade. Travels throughout Serbia
especially for visiting structures established for IPA Component
II might be required as well as occasional visits to the EC
headquarters in Brussels especially for coordination with DG
Enlargement
Genral reuirements
-
Excellent command of both written and spoken English;
- Excellent analytical and document drafting skills and ability to gather, analyse and evaluate facts and
to prepare and present concise oral and written reports;
- Good analytical, appraisal and planning skills;
- Ability to establish and retain effective working relationships with others and to communicate clearly
and effectively, both orally and in writing;
- Experience in dealing with senior government officials and ability to build consensus at all levels;
- Good understanding of the challenges faced by transition countries in identifying and preparing quality
programmes/projects for EU financing;
- Computer literacy: MS Office applications as a minimum.
Qualifications and skills:

University graduate degree or equivalent professional experience;
- Excellent organisational, coordination and facilitation skills;
General professional experience:
-
Minimum of 15 years of general work experience.
- Experience in project management and demonstrated management skills.
Specific professional experience:
-
Minimum 7 years of experience in the design and quality assurance of financial management and control systems based on the COSO Framework and ERM, including a minimum of 5 years of experience in issues related to institution building in the field of pre-accession funds and/or Structural and Cohesion Funds in the new Member States;

Formal professional qualification in financial management and/or auditing;

Active participation in at least one DIS/ EDIS accreditation process in other countries at a senior and
substantive verifiable management level or as an advisor;

Thorough knowledge of the EC financial management and control procedures;

Knowledge of implementation modalities of pre-accession financial instruments and/or Structural and
Cohesion Funds;

Knowledge of EC procurement procedures (Practical Guide) will be considered an advantage
