Team Leader - VET Innovation Expert (minimum 300 days over 18 months)

The main task of this project is to identify new system-wide solutions related to assuring quality and sustainability of successful pilot-testing and school-based innovations in accordance with the accomplished results of the Vocational Education and Training (VET) reform at the national level, enlarging the group of VET schools in Croatia which have up-to-date knowledge and skills on how to create a relevant, feasible and sustainable project in line with EU standards.
One major output of this project is preparation of grant beneficiaries for projects to be funded under the relevant IPA grant scheme, and ESF projects in the future.
The underlying principle of the Consultant’s contribution to this service contract will be a mentoring or coaching approach involving local reform actors. The goal behind all these efforts is the reinforcement and the overall modernization and flexibility of the vocational education and training (VET) in Croatia to improve its labour-market relevance and responsiveness to structural changes in the Croatian economy in compliance with the EU acquis in relevant fields.

Qualifications and skills:
  • University degree;
  • an MA in education, vocational or technical education is considered to be an asset;
  • Fluency in both written and spoken English.
General professional experience:
  • 10 years professional experience in the VET out of which at least 3 years in the VET reform processes at a senior level (in managerial positions);
  • 1 year of work experience in transition countries and/or pre-accession countries;<7li>
  • 3 years of work experience of acting as a Team Leader within the framework of EU programmes and in managing projects of similar or higher amount.
Specific professional experience
  • 5 years of experience in developing strategies and/or implementing measures related to the school-based VET innovations;
  • Experience in working with VET institutions and/or social partners at both national and/or local level on the issues related to the VET innovations is an asset;
  • Experience in developing VET curriculum and/or pilot-testing of the new VET curriculum in VET schools;
  • Experience in drafting manuals/tool-kits in VET is an asset.
